Search Continues for Missing Wetumpka Boater on Alabama River

The search is on for James R. Dawkins, a 54-year-old Wetumpka resident who disappeared over the weekend after taking his small boat onto the Alabama River. Local law enforcement and news sources report the search is still underway.

Last Seen Saturday Morning

Dawkins was last spotted early Saturday, January 10, launching his 12-foot jon boat with a trolling motor near Shelton Landing in Autauga County. He hasn't been seen or heard from since.

Multi-Agency Search in Progress

Crews started searching the river later that Saturday. The Alabama Law Enforcement Agency (ALEA) is heading up the operation, deploying its Marine Patrol Division and Aviation Unit. The Alabama Department of Conservation and Natural Resources, plus rescue teams from Autauga and Elmore Counties, are also pitching in.

Representative Jeana Ross is stepping up for Alabama's littlest learners with HB78, a proposed bill designed to create a statewide guide for screen time in childcare and pre-K. This isn't about banning iPads, but about making sure technology is used responsibly.

Ross, who knows her stuff after 18 years in Alabama's public school system and a stint as Secretary of the Alabama Department of Early Childhood Education, emphasizes the science: too much screen time can mess with a kid's brain development.

"Those earliest years from birth to five are the most important period of brain development," Ross explains. A whopping 90% of the brain is built by age five!

The Plan: Age-Appropriate Rules

Solving Alabama's School Bus Driver Shortage

Representative Kenneth Paschal (R-Pelham) is tackling the ongoing school bus driver shortage in Alabama with a new bill, SB138. The goal? To let some retired educators and state employees drive buses full-time without losing their hard-earned retirement benefits.

The Problem: Empty Seats, Late Arrivals

School districts across the state are struggling to find enough qualified bus drivers. This shortage throws everything off, causing route delays, schedule chaos, and headaches for students and their families.

Paschal's Perspective

"Getting kids to school safely and on time is key to a good education," Paschal stated. "You can't teach them if they can't get there! This bill offers a real solution, helping schools address this urgent need while keeping a close eye on the retirement system."

How the Bill Works

Currently, most retirees from the Employees' Retirement System or the Teachers' Retirement System can't return to full-time work without putting their retirement benefits on hold. Paschal's bill creates a specific exception for eligible retirees to become full-time school bus drivers.

Safeguards in Place

The bill includes several important safeguards. Retirees must wait 12 months after leaving state employment before returning as a bus driver. There's also a limit on how much a retiree can earn as a driver, sticking to existing state law.

A Grandfather Clause and a Sunset Date

Those who retire before January 1, 2026, get a break – they can return to work without the 12-month separation, as long as they meet all other requirements. Plus, the bill has a sunset date of December 31, 2030, forcing lawmakers to review its effectiveness and make adjustments as needed.

The Goal: Safe Students, Reliable Transportation

Paschal believes this legislation will improve transportation reliability and student safety, letting schools tap into a pool of experienced workers without creating long-term retirement problems.
