Hats Off to Rep. Faulkner: Champion for Safety

The 2026 Legislative Session's a wrap, and in election years, feel-good bills often overshadow real change. But Rep. David Faulkner of Mountain Brook? He flipped the script with his dedication to Alabama's overnight summer camps.

The Sarah Marsh Heaven's 27 Act

House Bill 381, now law thanks to Governor Ivey's signature and near-unanimous support, is a game-changer. Named in memory of Sarah Marsh, a Birmingham girl lost in the Texas floods at Camp Mystic, the Act addresses a critical need. Sarah's parents, Jill and Patrick Marsh, inspired Faulkner to tackle the issue of camp oversight.

Common-Sense Safety Measures

While many Alabama camps already operate safely (and we're lucky to have them!), the Sarah Marsh Heavens 27 Act codifies essential safety standards. Think: solid safety plans, background checks for staff, and other basic licensure requirements. It's about ensuring our kids are protected.

Expert Guidance for Implementation

Faulkner also included an expert advisory council to support the Alabama Emergency Management Agency (AEMA) in implementing the licensing requirements. This was no overnight feat; Faulkner dedicated countless hours to negotiating with camp owners and other stakeholders. Local emergency management officials, true heroes, will have a seat at the table, bringing their vital disaster planning expertise.

More Than Camp Safety

As Vice Chairman of the Rules Committee, Faulkner's a go-to guy for tough legislative challenges. But beyond camp safety, he's been a driving force behind other crucial legislation.

Lulu's Law: Beach Safety First

Faulkner also championed Lulu's Law, designed to enhance beach safety with a shark alert system for Mobile and Baldwin Counties. Named after Lulu Gribbin, a brave 15-year-old from his district who survived a shark attack, this Act is truly impactful.

A Friend to Farmers

And let's not forget his unexpected role as champion of the Alabama Farmers Federation Health Plan in 2025! This urban legislator stepped up to lead the charge in the House.

A Legislative Statesman

Rep. Faulkner's a model of effectiveness, earning respect from colleagues and constituents alike. He's a rising star whose influence will only continue to grow.
