Guess who's making waves in Montgomery? Senator Arthur Orr (R-Decatur) has been named the most effective Republican in the Alabama Senate, according to a new study! The Center for Effective Lawmaking, a research collaboration between Vanderbilt University and the University of Virginia, crunched the numbers, and Orr came out on top! So, how do they measure "effectiveness"? The study uses State Legislative Effectiveness Scores (SLES), which looks at how many bills a lawmaker sponsors, how far those bills progress, and, most importantly, how many actually become laws. During the 2019-2022 sessions, Orr racked up a score of 3.15 – the highest of any Senate Republican. He introduced a whopping 94 bills, got 63 through the Senate, and saw 37 signed into law! The study even showed he exceeded expectations for four straight legislative sessions. While Orr led the Senate GOP, State Rep. Jim Hill (R-Moody) shone bright for House Republicans with a score of 3.64. On the Democrat side, State Rep. Laura Hall (D-Huntsville) took the House crown with 1.81, while State Sen. Rodger Smitherman (D-Birmingham) led Senate Democrats with 1.73.Senator Orr Tops the Charts!
